Victoria
Commercial production of low-THC hemp for non-therapeutic use is permitted in Victoria, following the development of the Drugs, Poisons and Controlled Substances (Industrial Hemp) Regulations 1998. There are small pockets of production around the state however a lack of infrastructure for the processing of hemp fibre reduces the economic viability of these crops.

Queensland has processing plants and NSW is still conducting trials. ACT allows commercial production.

And moving away from hemp for a moment, there are a range of things that could be grown on a smallholding for boutique(pronounced booteekewww) markets. You've just got to hope it doesn't go the way of olives and grape vines, where everyone jumps on the bandwagon and you ahve a glut.

We'll be rich, rich, rich I tell you.

I'm pretty sure all the rural readers are laughing at me now.
