The survey recommended that the State Government exempt concession card holders from voluntary school fees.

When I was president of school council, I never paid voluntary school fees. Then again, I never wrote that letter to the government asking for sufficient funding for the school so it didn't need a voluntary levy.

I don't understand 'voluntary' school fees for government schools anyway. They are just a token fee, as it doesn't come anywhere close to the cost of educating a student. I'd be interested to know what percentage of parents pay the voluntary fees and the reasons for paying/not paying.

Some schools have various ways of cutting the cost for parents. e.g. having a very basic school uniform, such as a polo shirt and black/navy pants, which means that they can buy it at Target or kmart. Having class sets of textbooks, and students pay a deposit for the books, which they get back when they return them at the end of the year (or the school keeps the deposit for the next years books).
